All you need to do is enter your (business) name and location, and click "Generate". You'll then get the text that you can use as your privacy policy.
If you already have a website: Copy-paste the text onto a page on your website.
If you don't have a website: Sign up for a free service like WordPress.com and copy-paste the privacy policy onto a page there.
Once you have a page set up with a privacy policy, you can then add the link into Facebook when you are creating your Facebook Lead Ad.
